Richard Howard Offutt

Richard H. Offutt Sr., 91, who worked as a budget analyst with the
Veterans Administration for three decades, died Feb. 8 at Sentara
Williamsburg Regional Medical Center in Williamsburg.
He had pneumonia, said his daughter Linda Winterhoff.

Mr. Offutt joined the Veterans Administration after serving in the Army in
the Pacific theater during World War II. He retired in the mid-1970s and
moved from Kensington to Williamsburg about five years ago.
Richard Howard Offutt was a Washington native and a 1938 graduate of
Woodrow Wilson High School. He graduated from Georgetown
University’s school of foreign service in 1942 and from Georgetown’s law
school in 1951.

Mr. Offutt was a past treasurer of Christ Church Episcopal Parish in
Kensington and a volunteer with Meals on Wheels. He coached youth
baseball in Montgomery County when his children were growing up in the
early 1960s.

Survivors include his wife of 68 years, Hilda Kelly Offutt of Williamsburg;
four children, Linda Winterhoff and Kathleen Carlson, both of
Williamsburg, Nancy Shockley of Bel Air, Md., and Richard Offutt Jr. of
Westminster, Md.; 10 grandchildren; and 15 great-grandchildren.
